西蓄工程水资源利用的现状与发展研究

摘要: 西郊雨洪调蓄工程阜石路砂石坑库容680万m3,主要功能为存蓄西山八大处一带的27 km2百年一遇的洪水不下泄进入城区,确保北京市的城市防洪安全。工程采取了膨润土防水毯和渗池两种形式结合的控渗减渗结构设计,目的是既保证存蓄洪水在设计时间内下渗完毕,又满足环境影响评价报告中“减少初期雨水下渗对地下水的污染”的要求。阜石路砂石坑于2019年向社会开放,生态环境用水变得十分重要,因此有必要对进入阜石路砂石坑的雨洪水资源进行有效利用,以期达到防洪、保证环境用水和节约用水的目的。依据大量的阜石路砂石坑实测入渗数据,对西蓄工程的水资源利用现状进行了分析,同时提出了进一步提高水资源利用的目标和方法,促进社会效益和经济效益地提高。

Abstract: The Stormwater Regulation and Storage Project in the western suburbs has a storage capacity of 6.8 million cubic meters, and its main function is to store 27 square kilometers around the Eight Major areas of The Xishan Mountains of the once-in-a-century flood not to be discharged into Beijing, ensuring the city's flood control safety. The infiltration control design combining bentonite waterproof blanket and infiltration pool were adopted in the project with the purpose of ensuring that the storage flood is fully infiltrated within the design time and meeting the requirement of "reducing the initial rainwater pollution to the groundwater". The project have been open to the public in 2019, and ecological water use has become very important. Therefore, it is necessary to make effective use of the rain-flood resources that entering the sand pit of Fushi Road to achieve the purpose of flood control, ensuring environmental water and saving water. Based on a large number of measured data, the current situation of water resource utilization in The West Storage Project was analyzed in this paper, and the targets and methods of further improving the utilization of water resources were put forward. Promoting the improvement of social and economic benefits.
